The Association

The U.T. Dadra & Nagar Haveli and Daman & Diu Cricket Association (DNHDDCA), formerly registered as "Union Territory of Daman & Diu Cricket Association," was founded in May 2016 under the Societies Registration Act, 1860 (Reg. No. 05/2016). The Association serves as the apex governing body for cricket across all three districts of the Union Territory.

DNHDDCA operates under the national framework of the Board of Control for Cricket in India (BCCI), organising tournaments across all age groups and pursuing full BCCI affiliation. The Association's governance structure complies with the Lodha Committee recommendations, with Executive Committee terms of 3 years.

Following the formal merger of the two Union Territories in 2020, the Association's name was officially amended to UTDNHDDCA (Diary No. 835969, dated 02.02.2022) to reflect the unified jurisdiction of Dadra & Nagar Haveli and Daman & Diu.

A Brief History

May 2016
Association founded and registered as "Union Territory of Daman & Diu Cricket Association" under the Societies Registration Act 1860 (Reg. No. 05/2016), with Mr. Hemraj Tandel as founding President.
2016–2019
Applications for BCCI affiliation dispatched. Inter-school and inter-district tournaments launched — including U-14 & U-16 40-Over tournaments (2017–18 season). Active correspondence with BCCI and the Committee of Administrators (COA).
2020
Special General Meeting held (March 2020) to amend bye-laws in compliance with BCCI's Lodha Committee recommendations — Executive Committee term revised from 4 years to 3 years.
2022
Official name amended by the Collector/Registrar of Societies, Daman (Diary No. 835969, dated 02.02.2022) to "UTDNHDDCA" following the merger of the two Union Territories.
2023–24
Enhanced governance — AGM and SGM held, new members inducted, budgets approved (Inter-District ₹90,000; U-14, U-16, U-19 ₹45,000 each). Legal representation established for Bombay High Court proceedings on BCCI affiliation.
2024–25
Comprehensive Player Eligibility & Registration Rules (13 categories) finalised. Digital player registration system launched on this website.

Player Eligibility Rules

DNHDDCA has formalised 13 categories of player eligibility rules. These are binding on all players, affiliated clubs, selectors, and officials.

1Primary Eligibility by Birth
A player is deemed eligible by birth if their birth certificate records a birthplace within the geographical limits of the U.T.
Required: Original Birth Certificate · Aadhaar with U.T. address · Two passport-size photographs. Originals physically verified at DNHDDCA office.
2Bona Fide Residency — 4-Year Requirement
A player not born in the U.T. must have been a bona fide resident for a continuous minimum of FOUR (4) YEARS immediately preceding the registration closing date.
Anti-loophole: Hotel stays, guest houses, hostel addresses, and employer-provided seasonal accommodation are explicitly excluded.
3Indian Citizenship / Nationality
Every player must be a citizen of India under the Citizenship Act, 1955. Foreign passport holders are absolutely ineligible.
ICC Rule 41: Indian citizens who have represented a foreign nation are permanently ineligible until ICC cooling-off period is completed.
4Education Category — 4-Year Qualifying Period
Players from outside the U.T. must complete a minimum of FOUR FULL ACADEMIC YEARS as a regular student in a U.T. institution.
Anti-loophole: Distance/online enrolment does not qualify. DNHDDCA may verify minimum 75% class attendance.
5Employment Category — 4-Year Qualifying Period
Permanent employment with a U.T.-based Government/PSU/registered company for a minimum of FOUR (4) YEARS.
Excluded: Daily-wage, casual, contractual, self-employed. Employment created primarily to establish cricket eligibility may be investigated.
6One Association Per Season — Exclusivity of Representation
Concurrent registration with any other state/UT association is strictly prohibited.
Penalty: Minimum FOUR (4) season ban. Deliberate suppression: FIVE (5) seasons. Mandatory sworn self-declaration on Rs. 100/- stamp paper required.
7NOC & Inter-State Transfer
Players previously registered with another BCCI-member association must obtain a No Objection Certificate (NOC) before their DNHDDCA application can be processed. DNHDDCA independently verifies every NOC.
Anti-loophole: Attendance at any official selection trial or camp constitutes a registered association activity — "informal registration" does not exempt the NOC requirement.
8Cooling-Off Period After Representation
Standard cooling-off: TWO (2) complete cricket seasons. Extended to THREE seasons for Ranji Trophy/First-Class players or those involved in misconduct.
Anti-loophole: Clock starts only after formal deregistration evidenced by the NOC — sitting out does not constitute cooling off.
9Age Proof & BCCI Age Verification Programme (AVP)
Mandatory for U-13, U-15, U-19, U-23. Cut-off date: 1st September. BCCI AVP (TW3 wrist bone X-ray) applies for U-15 and U-19.
DOB Policy: From 2024-25, DOB changes via Declaration Suit are NOT accepted under any circumstances for already-registered players.
10Unapproved Tournaments & Overseas Leagues
Players must not participate in any tournament not sanctioned by DNHDDCA, BCCI, or the ICC.
Permanent ineligibility for representing any country other than India in any ICC-sanctioned match (unless ICC cooling-off completed).
11Anti-Doping & Code of Conduct
Declarations of compliance with BCCI Anti-Doping Code, Code of Conduct, and Anti-Corruption Code are mandatory at registration. Random testing applies throughout the season.
Failure to report corruption approaches is itself an offence under the BCCI Anti-Corruption Code.
12Parents' Government Transfer — Special Category
Players born outside the U.T. whose parent(s) are Government/PSU employees officially transferred to the U.T. may apply under this Special Category. Age limit: 25 years. Transfer order must precede registration deadline by at least 3 months.
Anti-loophole: Paper-only transfers without actual U.T. residence do not qualify. Field verification may be conducted.
13Mid-Season Transfers, Registration Process & Penalties for Fraud
4-step registration process: (1) Online Application → (2) Physical Verification within 15 days → (3) Approval & Registration ID issued → (4) BCCI ODMS upload within 7 working days.
LIFETIME BAN for deliberate submission of forged/fabricated documents. Clubs facilitating fraud face a minimum 3-season suspension of affiliation.

The DNHDDCA Registration Committee has finalised and notified the comprehensive 13-category Player Eligibility & Registration Rules. All clubs are required to familiarise themselves with the updated 4-year qualifying criteria.

BCCI Affiliation Proceedings Continue

The Association continues to pursue BCCI affiliation as an independent unit. Legal representation for the Bombay High Court proceedings is in place.

Player Registration Process

Registration opens at the start of each cricket season (1st August). All applications must be routed through a DNHDDCA-affiliated club.

Complete the form below. Upload scanned copies of all required documents (max 5MB each). Status set to "Pending."

Document Verification

Bring all originals to the DNHDDCA office within 15 days of online submission for physical verification.

Approval & ID Card

Upon satisfactory verification, application is approved and a unique Registration ID Card (valid for one season) is issued.

BCCI ODMS Upload

DNHDDCA uploads all approved registrations to the BCCI Online Database Management System within 7 working days.
